Promulgates, for adoption, aviation safety rules and regulations patterned after ICAO Standards and Recommended Practices; establishes minimum safety standards on the operating methods, flight operations and maintenance activities of foreign and domestic carriers; issues certificate of registration and airworthiness of aircraft; air carrier operating certificate, air agency certificates, and certificate of airmen licenses.  
 
AIRMEN LICENSING SECTION (AS-2)
  • Process and evaluate application for airmen licensing.
  • Conduct proficiency flight checks for issuance of airmen licenses.
  • Conduct studies, recommend and promulgate flight safety standard for airmen.
  • Monitor training activities conducted by flying schools and closely supervise systematic and continuous course of training to a planned syllabus or curriculum and recommend system improvements.
  • Evaluate personnel training activities of airmen to ensure compliance of applicable rules and regulations, policies, procedures and program guidance.
  • Monitor and check airmen other than pilots, for compliance of CAR.
  • Assist the Office of Aviation Medical Staff in its studies.
  • Evaluation, inspection and study of application for the Air Agency.
  • Certificate to operate flying schools.
  • Participate in the investigation of aircraft accidents/incidents.
AIRWORTHINESS CERTIFICATION SECTION (AS-3)
  • Process, evaluate application for issuance of airworthiness certificate.
  • Conduct inspection of aircraft, aircraft engine, propeller and appliance for airworthiness.
  • Study, review and recommend for implementation airworthiness directives, service bulletins, etc.
  • Coordinate the technical input of aircraft construction and repair, alteration on engineering matters.
  • Participate in the investigation of aircraft accidents.
  • Implement new or amended rules and regulations on airworthiness of aircraft, aircraft engine, propeller and the assembly of aircraft.
  • Evaluate suitability of aircraft design for modification of subsequent production or as a basis for advance growth versions of the aircraft engine.
AIR CARRIER OPERATIONS SECTION (AS-4)
  • Process application and participate in the evaluation, inspection of facilities, equipment, tools and spare parts being utilized by the applicant for Air Carrier Operating Certificate and Air Agency Certificate.
  • Develop and recommend national policies, standards, systems, procedures and programs for implementation in airline operations.
  • Participate in proving flights to determine the technical and operational capability of airline to comply with safety standards and maximize safety in air transportation.
  • Coordinate with other government agencies on non-scheduled landings of foreign aircraft.
  • Participate in the investigation of aircraft accidents/incidents involving civil aircraft.
  • Participate in the investigation of violations of CAR by airmen and airlines and recommend measures to minimize the commission of violations thereto.
AIRCRAFT ENGINEERING SECTION (AS-5)
  • Undertakes the task of type certification and/or validation of type certificates for aircraft, aircraft engines/propeller/rotors and/or its major aircraft components parts/accessories of the first of its kind in the Philippines.
  • Participates in the process of continuing airworthiness of an aircraft through the dissemination and compliance verification of applicable airworthiness directives and mandatory manufacturer’s service bulletins.
  • Concerned in the approval of major aircraft alteration, modification and repair as well as weighing of aircraft as per requirements of the CAR.
  • Provide and assurance to Philippine registered aircraft owner the guarantee of an access to genuine aircraft component parts/accessories.
  • Inspect, evaluate and cause the issuance of an Aircraft Material Distributor Certificates.
  • Tasked in conducting an engineering reliability study on AO 121 and 135 operator’s aircraft.
  • Undertakes site evaluation, renewal inspection and recommends the approval for the issuance of an Aerodrome Rating Certificate.
FLIGHT TEST SECTION (AS-6) Conduct regular flight check of all navigational aids (ILS, VOR, DME, RADAR, NDB, Visual Aids and Lighting System) including:
  • Commissioning flight check of new navigational aids installations.
  • Periodic flight inspection of all existing NAVAIDS.
  • Special flight inspection, ie., maintenance request, after accident, operational hazard reports, site surveys for new installations.
  • Flight testing of proposed instrument procedures.
  • Participate in the search and rescue operation and mercy mission.
  • Establish and conduct programs in flight inspections and evaluations of all instrument letdown procedure to determine its reliability and effectiveness.
