Chief, Philippine RCC
 
The Air Traffic Service is one of the two (2) Services under the Air Transportation Office mandated to do the following:
  • Provision and management of Air Traffic Services in accordance with established national and ICAO standards and recommended practices.
  • Administration and implementation of operational plans and programs.
  • Establishment and proper utilization of controlled and navigable airspace within the Manila Flight Information Region.
  • Development of ATS rules, regulations, procedures, standards and policies.
  • Provision of training and career development of ATS personnel. 
Administrative Staff
  • Provide overall administrative services.
  • Execute administrative policies, rules and regulations.
  • Pre-control ATS funds and properties.
  • Analyze management problems and provide solutions.
  • Review and update the Administrative Manual.
  • Monitor and provide logistical support for ATS general service requirements.
Technical Evaluation Staff
  • Formulates Standards & uniform systems of evaluation as regard to personnel, eqpt. and facilities in the provision of Air Traffic Services
  • Evaluates facility
Air Traffic Control Division
  • Supervise and manage Air Traffic Control Service within the Manila Flight Information Region to ensure safe, orderly and expeditious conduct of air traffic.
  • Coordinate and report investigations of aircraft accidents/incidents within its area.
  • Implement and update air traffic control plans and programs.
  • Maintain liaison with other aviation sectors and related agencies.
  • Recommend HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction.
Airways Communication Division
  • Supervise and manage National & Internat’l Aero’l Telecommunications, Flight Information and assistance service nationwide.
  • Coordinate and report investigation of aircraft accidents/incidents within its area.
  • Provide frequency management and utilization to ATC COMs, Navigational aid facilities including private aeronautical stations.
  • Implement & update communication plans and programs.
  • Maintain liaison with other aviation sectors and related agencies.
  • Recommended HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction.
Aeronautical Information Division
  • Ensure the flow of information necessary for the safely, regularity and efficiency of international air navigation.
  • Satisfy the uniformity and consistency in the provision of aero’l info. that is required for the operational use by computer-base nav. sys.
  • Oversee the admin of Aeronautical Information service aerodrome units.
  • Maintain direct liaison with foreign AIS and related service. for the required global dissemination and exchange of aero’l information/data.
  • Recommend HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction.
Airspace & Management Division
  • Evaluate and update ATS plans and programs based on recommended ATS national and international standards, procedures and regulations and Manual of Operations and Administrative Orders.
  • Update enroute Air Traffic Control/RCC/ aeronautical Communication plans and programs.
  • Establish aeronautical charts (i.e., instrument approach chart, landing chart, traffic circuit chart, standard instrument departures, and standard arrival routes).
  • Evaluate and assess height clearance permit, special aerial activities, altitude reservation, etc.
  • Recommend HRD training requirements.
Philippine Rescue Coordination Center (Philippine RCC)
  • RCC is tasked to respond, alert and coordinate the Search and Rescue Service(SAR) for Civil Aviation incidents outside the limits of the airport emergency service. (ICAO Annex 12)
